The Philippines is country that is receiving the most number of typhoons each year, and lately with the Typhoon Ondoy and Pepeng, so many people and the whole nation were caught flat footed with the raving typhoon.
This leads people to think of what is really happening to the capability of the country to forecast the weather and give detailed and more precise weather predictions through its agency, the PAG-ASA.
It was then revealed that the country is still lagging behind on having the necessary equipment and tools on weather forecasting, as what are used today by PAG-ASA are things that could already be considered obsolete by other countries.
So where have all the funds gone? Is the country still capable of issuing 24-hour weather forecast, bulletins and predictions that are more precise so as the country and its citizens can prepare for the worst?
The answer lies on governance.
